"The problem is that virtually nobody knows or cares about circuses in this country, so the general public assumes that any animal in a circus is being mistreated and its welfare is being compromised. People believe this because animal rights campaigners have been telling them this for true. The Government itself has admitted that in deciding whether to support the call for a evidence that the welfare of animals is compromised by being in circuses. In fact they had a great deal of evidence from vets and people who have worked with circus animals that in the main they are extremely well treated. The Government’s determination to go ahead with a ban was not because of animal welfare at all, but because of the fact that they believed public opinion was against animals in circuses..."
